I have the honour to request permission for the grant by private treaty to the Hong Kong Society for the Protection of Children of a piece of land measuring approximately 29,300 sq.ft. at the junction of Portland and Yu Chau Streets in Kowloon on the terms and conditions as set out in the enclosure for the purpose of erecting a centre for the work of the Society.

Since the reoccupation of the Colony this Society has been active in caring for destitute and neglected children and their assistance is also extended to mothers of distressed families. They have, however, had to depend upon the hospitality of other organisations such as the Medical Department and the Social Welfare Council for the provision of accommodation in which to carry on their work, and the present proposal arises out of their need to find premises of their own which will enable them to expand their activities. The site which has been chosen is admirably located so as to ensure that Kowloon will be adequately covered by this and two other centres which are housed in buildings belonging to other organisations and in which the Society have been accorded facilities.

The Society propose to provide in the building for children of various ages and to give recognition to the fact that parents must necessarily come into the picture. Provision will be made for other Social Welfare activities outside the scope of the Society's own work in order to make reciprocal facilities available to the Social Welfare Council and other bodies. The building is therefore designed to provide not only a Children's Centre but also a small clinic, two rooms for the Family Welfare activities of the Social Welfare Council and rooms for the use of Scouts, Boys and Girls Clubs or similar Societies. While the building will, in the first instance, consist only of one storey it will be constructed in such a way as to allow for another to be added at a later stage.

I have already approved a building grant of $95,000 but the Society's funds are so heavily committed to meeting recurrent expenditure that it is not anticipated that they will be able to pay for the land in addition to providing the further $25,000 required for erecting the building. It is for this reason that I recommend a free grant at a nominal crown rent. The upset price if the land were sold by public auction would be $6.00 per square foot and the Crown Rent would be $2,000 per acre.

I would appreciate an early indication of your approval of these proposals to enable the Society to start construction.
